Our initial work is focused on publishing thoughtful commentary, developing practical frameworks, and convening conversations about constitutional law and emerging technologies. About the Founder

Michelle May O'Neil, J.D., is the founder of the Institute for Constitutional AI Law. A Board Certified Texas family law and appellate attorney with more than three decades in practice, she has handled 195+ appellate matters, 55 matters before the Texas Supreme Court, and 37 jury trials. She is admitted to the bar of the United States Supreme Court, where she has handled one filing. She served as adjunct professor at Baylor University School of Law.Her work sits at the intersection the Institute was founded to explore: how artificial intelligence is reshaping legal practice, professional responsibility, and access to justice. She is the creator of the Identity Stack, a seven-layer model for governing identity in the AI-era, debuted at SXSW 2026 and taught at the Standfor Graduate School of Business; a featured voice on ethics and professionalist at the Texas Center for Legal Ethics; and author of the forthcoming The Fifth Move. Her commentary on the constitutional questions of emerging technology appears through the Institute and in her essays on Substack.She founded the Institute on a conviction three decades of practice made unavoidable: the future of technology will be determined not by innovation alone, but by the principles that govern its use.
